Cahul District Council

The District Council is the representative and deliberative authority of the population of Cahul district, which enjoys decision-making, organizational, management, and financial autonomy, with the right of initiative in all matters regarding the administration of public affairs in the territory of Cahul district, exercising its authority under the law. within the limits of the administered territory.

The District Council is composed of 35 councilors elected according to the provisions of the Electoral Code, through the universal, equal, direct, secret, and free vote of the inhabitants of the district.

The District Council is established and operates on the basis of the principles of local autonomy, decentralization of public services, eligibility and consultation of citizens

The District Council has 5 specialized advisory committees for its main fields of activity. The specialized advisory commissions are working structures of the District Council and are meant to ensure the efficiency of its activity. These are:

  • Committee for Economy, Reforms, Budget, Finance and Cross-Border Relations;
  • Committee for Agriculture, Food, Industry, and the Environment;
  • Committee for Social Affairs (Education, Youth, Sport, Culture, Health, Social Welfare, Protection of Children’s Rights, Labor employment);
  • Committee for Public Administration, respect for human rights and freedoms, interethnic relations;
  • Committee for urban planning, construction, communal household, roads, land relations and cadastre.

The District Council has its own fields of activity, established by the Law on administrative decentralization no. 435/2006

  1. administration of public and private goods of the district;
  2. planning and administration of construction works, maintenance and management of public objectives of district interest;
  3. construction, administration, and repair of roads as well as of road infrastructure of district interest;
  4. organization of bus transport, administration of bus stations of district interest;
  5. establishing a general framework for landscaping at the district level and protection of forests of district interest;
  6. supporting and stimulating initiatives concerning economic development of the administrative-territorial unit;
  7. elaboration and implementation of construction projects for interurban gas pipelines (including medium pressure gas pipelines), other thermo-energetic objectives of local destination;
  8. maintenance of primary schools and primary schools-kindergartens, gymnasiums and high schools, vocational and secondary education institutions, boarding schools and special boarding schools, other educational institutions serving the population of the district, as well as conducting methodical activity.
  9. administration of culture, tourism, and sports institutions of district interest, conducting cultural and sports activities of district interest;
  10. administration of municipal enterprises of district interest;
  11. administration of social assistance units of district interest;
  12. development and management of community social services for socially vulnerable categories, monitoring the quality of social services;
  13. contributing, in accordance with the law, to the protection of the cultural heritage and of public monuments on the administered territory;
  14. ensuring the access of the population to the library services on the administered territory, within the limits of the competencies stipulated by Law no. 160/2017 on libraries.

The District Council has, within the limits of the law,  full freedom of action in the regulation and management of any matter of district interest which is not excluded from its competence and is not assigned to another authority.

The District Council meets in ordinary meetings every 3 months. The District Council may meet in extraordinary sessions, with a proposed agenda, whenever necessary, at the request of the district president or of at least one-third of elected councilors.

The District Council elects, from among the councilors, the president of the district, at the proposal of at least one-third of the elected councilors, with the vote of the majority of the elected councilors. The district president is assisted by 3 vice presidents.

From a structural point of view, the Office of the President of the district president consists of the district leadership, ie the secretary of the district council, directorates, sections, and other subdivisions.

The mission of the Office of the President of the Cahul District is to ensure organizational and informational assistance for the activity of the district president to assist him in exercising attributions stipulated by the legislation by performing a stable, professional, transparent, efficient, and impartial public service, in the interest of citizens, public authorities and institutions in the district.

The attributions of the personnel within the Office of the President are organized on the criterion of differentiating the carried out activities, as follows:

  • Public administration and secretarial activities;
  • Administrative and financial activities;
  • Public relations activities;
  • Records-related activities;
  • Urban planning and landscaping activities;
  • Legal activities;
  • Human resources management activities;
  • Internal public audit activities;
  • Activities related to civil protection and civil service.

The district president exercises operative management of the public services of district interest. The president of the district represents the district in relation to the Government, to other central public authorities, to natural and legal persons from the country and from abroad, as well as in courts. He is the coordinator of the decentralized public services within the district and exercises the attributions of the chairman of the commission for exceptional situations.
